What is an acceptable % of first round draft pick success hit rate (for recruiters) (#1 - #18)

First round draft pick expectation & recruiting

Criteria for successful pick:
- 8-10 seasons or 100 plus games
- Best 22 player
- If traded positive outcome for club
- Top 10 B&F finish

I think the target should be:

#1 - #5 = 90% successful picks
#6 - #11 = 80% successful picks
#12 - #20 = 70% successful picks
#21 - #30 = 60% successful picks
#31 - #40 = 50% successful picks
#41 - #60 = 30% successful picks
Above #60 - Rookie 20% successful picks

Am I too harsh or too lenient?

First round picks 1-18, what % should be hits?
I think 75% should be winners across the board
