Because you have a vets list. last year we had about 6 on it at a savings of around 112k per player. This year we wont use it. Also there is promotions money that we can pay. next year if we are struggling to get to 95% we will just put it in the cap.

Comparing our list to Hawthorn or Geelong or even Melbourne (they are overpaying for Clarke 800k and Dawes 500k)

1. All salaries are included within the cap, making no use of the veterans list.
(Still doesn't account for much.)

The first one is a huge difference from this year. About 700K. I have never heard of number 2 and number 3 can be done for sure. Thats probably another 300k so there is one million just there without even giving new contract to players like Steven and Armo. Plus of course going from 100% to 95% so thats another 400k.

There's also front loading, which not everyone is a fan of but... can be a useful way to free up money to chase decent free agents in a couple of years.

Contracts are often renegotiated for one reason or another. Armo may be on 3 x 300k (2014-16). It could be changed to 1 x 500k (2014) & 2 x 200k (2015-16) to satisfy the cap next year.

would having 2 international rookies also take some of the cap and along with a full rookie list
( which is now mandatory and not optional or realiant on wealthy supporters)

Sounds like we are paying decent coin to Hickey.
I also suspect we have offered decent coin to Bruce Savage Delaney and Longer.
But we still must be struggling to get up to 95%.

That is 50% of your 2 highest paid Vets not counting
If you had three players on the Vets list 67% of their pay counted
That is 33% of your 3 highest paid vets not counting.
It means that it was dumb to have more than your 2 highest paid eligible to be Vets actually on the Vets list.
for St Kilda that should have meant 50% of Reiwoldt and Hayes salaries not counting.
That may have been worth about $700,000.
Without a Vets list that is a ball park $700,000 that has to now be included.

As you rightly point out there are some other payments that can be made to fall outside the salary cap.
These can be paid another way so as to bring them within the salary cap to boost the total to 95%.
But as many point out the list, as it exists today, is nowhere near worth 95%.

The have started including members in the salary cap. I'm on $600k next year.

Will offer Billy Longer 4 year deal loading up 1st year of contract if Brisbane play hard ball for pick 25 heaps of room to do this will then take him PSD
Bruce will offered bigger 1st year if GWS play hard ball and we do PSD.
Hence why Saints contracted everyone gives them control great planning this year.
