Belvedere Park Planning Application Lodged

According to the City of Frankston web-based planning register, application no 623/2008/P was lodged yesterday by St Kilda FC c/- Contour Consultants.

The application is for:

Buildings and works for the construction of a building to be used for the purpose of a minor sports and recreation facility with an ancillary administration function.

The status of the application is "public notification".

So I assume there is a laminated notice up at the site?

Is the notice open for 2 weeks for objections??

"They" are actually St Kilda FC - the applicants in this case. They have decided what they want a permit for.

Minor sports and recreation facility is “Land used for leisure, recreation, or sport, without substantial provision for spectators, and which is usually open to non-paying spectators.â€

Yes, there’s a sign up on the site advising that:

• the application has been lodged
• it is available for inspection at Frankston Council offices
• objections are to be lodged with the Council
• the Council will not make a decision before 22 December.

Yes, there’s a sign up on the site advising that:

22 December = end of January, due to standard Xmas holiday period IMO.

Christmas Day the 25th is the Thursday after that Monday.

Are you insinuating saintspremiers (I must say I find your user name quite amusing, unless it relates to the NAB Cup), that local government shuts down about a week before Christmas and does not begin until the end of January?

Are they all schoolteachers?

I would be very surprised if the wheels of Frankston Council bureaucracy were not absolutely oiled in this case.

The application was received on 2 December, and by a day later it had progressed through registration and initial checking to "public notification".

Trust me, it's absolutely flying.

Provided there are no objections, I would think a permit would be issued on Monday 22 December.

They won't want to risk any objections delaying the project, and if they can issue a permit at 9am on 22 December (ie they have received no objections by that time) then I bet the permit will be popping out of the system.

It's a bit hard to see there being no objections, but who knows?

The land was part of the old Seaford Swamp.

It seems from the Council’s 1997 vegetation study that the reserve is “severely degradedâ€

This is incorrect. The old Seaford Swamp is to the west of Belvedere Park between the freeway and Railway Parade and north of Austin Rd, and is now a wetlands and bird sanctuary.
In 1985 the Ecology and Management of Seaford Swamp report was produced, which recommended the creation of more lagoons, substantial tree planting and improved public facilities. A master plan was subsequently proposed and implemented by City of Frankston and Melbourne Water in a management partnership using funds from the Melbourne Parks and Waterways Grants Program.

If you read on to the last paragraph you will see that it states:

The Seaford Wetlands are bounded in the south by Austin Road, in the north by Eel Race Drain, to the east by Wells Road, and to the west by urban development. There is a walking/cycling track, which runs south from Eel Race Drain to Armstrongs Road. All roads that abut the Wetlands have access to the track.

You really should get your facts straight before you post! You should also take off your blinkers and look at ALL the facts not just those which suit your own agenda!!
