And where were the on field leaders telling him to pull his head in? For the club with the pride game it is a really bad look.

If this is a genuine question and you are actually looking to learn/understand this is probably not the forum to do it judging by the other responses to this post. I will try to answer genuinely though because you never know who else might be reading. And I dont pretend to have all the answers, just trying to pass on what I know (and happy to be corrected if people know better, we are all learning).
It is a bit of both, but in addition to who it is directed to it is also who is around to hear it. Eg, if you are joking around with mates in a private setting you are probably going to get away with more than you would in public when people you aren't familiar with are also in earshot.
The words you choose to use say a lot about who you are as a person and the values you hold. If you are comfortable using homophobic language it is reasonable for any people hearing that to believe that you think of those types of people as worthy of that contempt. As an example, when I was a stupid high schooler we used to say everything was 'gay' as equivalent to saying something was 's***'. For people that aren't gay, that didn't mean anything, they weren't gay so they weren't really s***. But for friends struggling with their sexuality it meant more than me just saying they were like s***, it meant if I ever found out I might treat them like that s*** more explicitly, it meant that they couldn't trust me and had to be on edge so as to not slip up and have me potentially find out. And worst of all it meant that maybe they might believe me and think there was a part of them that was s*** and could never not be s***.
If you are just around friends and they are part of that minority group and they know you dont really believe it and are all comfortable (genuinely comfortable, not dont want to rock the boat comfortable) then go for your life. But if your son or neighbour or team mate hears you say it, and they are in that minority group (or just have empathy for people who are) you best believe it will hurt them and change how they think of you.

A lot of people showing they have never been impacted by some of the serious consequences that these kinds of actions can lead to. I dont know anyone who took serious action because they got tackled too hard.

I want to drive at 150km per hour where it says 110 is the speed limit. I want to drive at 80km/hr where it says 60 is the speed limit.
I used to do it a lot, back when I first got my licence.
For very good reasons, there are laws (and technology) which prohibit me from doing what I used to get away with in the 1980's.
Not sure if it's a good comparison, but the point is, whether you agree with it or not, there are laws which prohibit vilification on the grounds of religion or race or sexual preference.
My personal experience changed my views on same sex relationships
I worked with gay people and we also have family (both male and female) who are gay.
If you don't understand the ramifications of using certain language against people stiff cheddar. That's the law. Be prepared for the consequences.
The AFL and other workplaces are basically applying an extra layer to existing State and Federal laws with their own code of conduct.

We have Laws around drug taking but the AFL doesn't seem to take that to seriously

I don't know enough about the drug issue, but could only guess that drugs are more of a personal issue, the primary person you are hurting is yourself (at least up to a point). For abuse the action is intended to harm others so the punishment needs to be different.
I hope you didn't feel I was calling you homophobic. We all have capacity for empathy, so the best thing you can do is try to put yourself in others shoes and try to understand them. If you can't do that, the easiest thing you can do is just try to let go of that dislike/discomfort. You will probably be happier overall and no-one will mistake you for homophobic if you let it go past without comment.
