The fine of $20K is paid - and he claims it as a tax deduction. (Not sure that it should be - but if his accountant will claim it then he gets the deduction)
If Clarkson earns $200,000 the tax on that is $64,667 so he takes home $135,333
If he reduces his income by the $20,000 fine he declares $180,000 Net Income - the tax on this is $55,267 so take home id $124,733
The difference in take home pay is that he is $10,600 lighter in his pocket.
So
AFL gets $20,000
Clarkson gets $10,600 less to spend on his Mortgage and Wine Collection
You, Me and McGee pay the remaining $9,400 as the ATO does not get the tax to spend on your schools and Centrelink etc [Careful, don't stand too close to me I am about to be Flamed]
Once you earn over $180,000 net Income this remains true - at a lower income - ie yours and mine - the ATO does not contribute as much to the fine (I don't believe fines for stupidity should be claimable and I would disallow it)

The burden on individual income taxes would surely come down if we taxed some of these crooks (Multinationals) at a fair rate.

I also agree that they use a certain component of their earning to move 'Management Fees' etc to Off-Shore - but in the meantime - they Pay Aussies - who pay Taxes - as opposed to not having a presence in Australia at all.
You can look at it like the Melb Grand Prix loses money - and every Olympics loses money - but they bring dollars to the Shops - who pay overtime - staff pay taxes - it all comes around and we are slightly better off having the event.

Do you understand how company tax is only put into a franking account for when they declare dividends - that franking credit only then gets distributed to the shareholders and then they declare the earnings - if a company has not paid tax it can’t issue franked dividends - so has to declare unfranked and then the shareholders pay the tax - so dividends are lower
Company tax is a myth - it is ultimately taxed in the hands of the shareholders
