Most kids turn 18 at the back end of their draft year and are doing Y12.
Most are doing exams and getting ready to be drafted. Must be a huge distraction.
Imo draft age should be 19

Fold the U/18's
Draft at 16-19 on 3-1 year education scholarships paid by AFL to the school they choose. 3rd year draftees can be offered senior contracts after certain academic boxes are ticked.
Develop AFL administration around a school boys competition which feeds into age group carnivals from 12's to 16's.
Restrict local leagues to 16, 17, 18's, ressies and A grade and feed into regional rep sides.. Both sexes.
Player must attend classes, accept a modified curriculum including electives in fitness/sports industry/marketing/public speaking/finances/public relations etc stuff related to the opportunities success brings.
Restructure the Eastern border teams into 4 fixtures.
