What complete rubbish. The umps can't use the excuse that it 'didn't impact the play' for not pinging a guy climbing a friggin goalpost and then not apply the same philosophy across the rulebook. So, yes, technically he may have had his arms 'around' him for a fraction of a second but in no way did it affect the ability of the west coast player to contest the ball. Just an awful decision.
