Not at all. The term was alluded to weeks back on here. A poster brought it up and I looked it up then also. I guess I am more thorough than others and did some research into 'The Cho' usage as it was very, very odd and I have never heard the term before in Richo's entire 6 year tenure...anywhere.

It's far more likely that Chief Happiness Officer is the one being alluded to.
Richo, or 'The Cho', has been called 'The Milky Bar Kid' by a departed/banned Drake Huggins, which was picked up by others, including me.
Because The Cho keeps banging on about 'positive' and 'pleasing'.
The forum is divided and polarised into 'the sky is falling' posters who would rubbish The Cho's boring style, and the 'blue-skyers' who believe in Fairy Dust n Rainbows.

With these themes strongly front n centre, therefore,
the idea of Chief Happiness Officer would also be perfectly in context.

Only an idiot with a single digit IQ and a persecution complex would conduct a search for some abstract, obscure reference that is so far out of context you'd need the Hubble telescope to see it.
