To change your name, you either have to be delisted under your current name, or have the contract for your current name expire.
Then you can go in the draft for a new one.
Number of posts determine draft order.
Unless of course you come under the father-son rule, then others determine where you come in the draft order.
Draft nomination forms can be obtained by sending your credit card details to me by PM.
