Although you are correct that sam ran passed raph, Raph also left his line, by side stepping to force a play on before Sam was there He then decides to not handpass to Sam fisher and go for a run ultimately getting run down. There was no stage that Sam could have sheparded.
He was also in full stride when he got run down.

a joke that some try to blame fisher. he ran past to receive the ball and set up a drive. raph didn't even notice him so fisher yelled at him to pass the ball, screamed at him that he was hot, but raph, as happens all too often, was in one of those little clouds of his. no awareness at all when he's there, and he goes there too often. commentators called it correctly.

If he stays its for insurance and can stay in sandy until needed. Time to start pumping games into Newnes or who ever makes that spot theirs. If some how the planets align and Raph stays and plays great football at sandy then he is worthy of selection.
