some on here can't see that those asking the questions are those who are willing to chip in and make this joint a better/more reliable site...
I'm going to follow matrix's lead and hold onto my money until I know what I'm donating it to.
I don't want ownership.. I don't care about admin of the joint....I just want to know if this place will be better after I've handed over my hard-earned $$...... because we obviously went the cheap option last time.

I think there might be a bit of confusion about hosting vs software. The hosting is what we pay for; ie. how much memory/resources will our service have, how much bandwidth and storage space, etc. As long as whoever we go with offers a better quality of service than what we have now I doubt most people would be too concerned about the choice of webhost.
The software is probably more important to users - the software is what dictates whether there is an ignore function or there is a warning system in place, etc. The users of Saintsational will definitely have a say in which features are activated, the version we are upgrading to will be http://www.phpbb.com/about/features/?from=submenu - there are a lot of features there and I'm sure there'll be some active discussion on here about what will be used. For example; should all users have to have their first post verified by a moderator before it appears publicly? Should we allow the ability to report posts, etc, etc.

Battye, changing hosts will not solve the problem.I know GoDaddy didn't used to have an amazing reputation around 2003-04 but I think things have turned around as I haven't heard anything too bad over the last few years. Having said that, I haven't heard anything bad about Dreamhost either. Just having a quick glance at the specs, it looks like GoDaddy offer slightly more memory for that $30 mark.
You can't expect to run phpBB3 with this amount of users and posts on a $30 per month shared hosting account.
I run a forum of a similar size and found shared hosts and VPS had problems. Running 2 forums one 1 dedicated server slowed both websites down and caused similar problems. I had to move the forum onto its own dedicated server.
At the end of the day, you get what you pay for and $30 pm will not get you far. Consider a dedicated server.
BTW, I have used Dreamhost and had nothing but problems - then again, maybe it was just a dud VPS. There tech support was below average.
