The best that could be expected at pick 24, 43 etc after 12 had already been taken the previous year was POOR.
I think the drafters did a good job, they achieved POOR.
A remarkable achievement considering the number of recent times when the best to be expected was EXCELLENT and the result was HORRENDOUS.
