I like being a bit of a maths geek and have theorised ways to get a level of equality within the salary cap and promote financial reward for on-field performance.
I do not believe it is right for singular players to be garunteed large portions of the salary cap. The Luke Ball scenario lately has brought this to attention.
Given the cap changes in $ terms each year I express all values in % of the cap. I will assume a cap of $8m for illastrative purposes.
My proposal would see the list broken into segments:
Top 10 Players:
Receive 35% of the cap in base payments - Total 2.8m, average $280k
Receive 15% of the cap in match payments - Total 1.2m average $120k
On average a top 10 player would receive 400k.
Next 15 players:
Receive 15% of the cap in base payments - Total 1.2m, average $80k
Receive 15% of the cap in match payments - Total 1.2m, average $80k
On average an 11-25 player would receive 160k
1st, 2nd and 3rd year "trainee" - say 5 players for each year
Receive 12% of the cap in base payments - Total 960k, average 64k
Trainee bonuses based on VFL performance and other criteria 2% - Total 160k, average 10.7k
***Ensure minimum payments are met*** not too sure what this is.
BONUSES:
Remaining cap = 8% or 640,000
B&F - 1% (80k)
B&F 2-5 2% (50k, 40k, 35k, 35k)
B&F 6-10 2% (32k each)
Other awards 1% (80k)
The above would also be manipulated for salary cap concessions and timing within contracts (re Vetrans, Hayes could be bottom of top 10, but be receiving 2nd most actual money).

As we all know Ball was signed on a big contract early on when he was a much different player than at the end. 20 20 hindsight is great .
Not all players in a Tier are equal .
And many more other reasons ....

I agree not all players in a tier are equal.
For Tier 1, you might set the range of base salary between 300k and 600k and allocate from their and for a Tier 2 player the bonuses for being top 10 B&F could represent an annual bonus of 20%.
I know it is not perfect but it would be transparent to the players.
In the Luke Ball scenario, he would have been still signed to a base contract which was big, but his match payments and bonuses would have decreased from his intial negotiation projection, thus the impact of a huge contract would not be as great and those performing better would be receiving the bonuses that would have previously been "allocated" to himself.
