AFL drugs policy - simple explanation!

Am just about to start an ethics SAC, in which I need to discuss whether the AFL drug policy is effective, and if it protects the rights of the players and the players themselves.

Only issue is, to put it bluntly, my teacher is a dumbs..t when it come to AFL! Plus, he harbors a strong hatred for anything to do with sport in general, especially AFL!

So I need a simple explanation of the drug policy itself, the jurisdictions of the two authorities involved and the terms to which the playing body agreed upon in the first place.

Any information, or links to information you can give me would be great!

The whole thrust of it is that it recognises that drug use is an addictive illness that requires treatment rather than punishment for first offenders.

I did my english oral sac on this topic, and an issue's sac on it as well. Went fairly well, a lot of the information is easily availiable on the AFL website. Also the AFLPA site.
