I think I'm finally beginning to understand teh workings of teh MRP.

It is a much worse 'crime' to attempt to punch someone with force and miss

than

to actually punch/elbow/coathanger someone with less force.

The former case gets you a suspension whilst the latter gets you 'no case to answer'.
