It would not surprise me if Sydney threatened to sue the AFL for Hall's injury through the sheer negligence and incompetence in failing to provide a safe playing environment and a compromise deal was arranged behind closed doors with 7 weeks being the light penalty in return for no further action by Sydney.
Actually this is quite likely what did happen, which might explain the feather duster/wet lettuce sentence that Hall recieved.
The AFL is so corrupt, these secret deals happen all the time.
You only have to look at Demetriou's 80% pay increase which will come in handy as he moves into his new Toorak mansion.
Interesting his pay increase arrives at the exact same time the new palaial mansion in Toorak is purchased

And they are supposedly cleaning up the game for the kids, yeah righto, don't do a bad job at cleaning up themselves, lining their pockets with filthy lucre, while they systematically destroy the game we know and in my case used to love.
Hall 7 weeks, yeah righto and of course they avoid any legal action taken against them for failing to provide a safe playing environment.
Just another issue conveniently dealt with and swept under the carpet, like whispers in the sky, another secret backroom deal and we are all none the wiser, right?
