Under the trial rules, if a team has a 17th interchange, it loses a player for the rest of that quarter and the other side gets a free kick from the goal square.

I'm in favour of a cap on interchange - I hardly think a cap of 16 per quarter is too onerous.
BUT....
It seems the AFL railroaded this change without consulting the coaches or even the rule committee!
Fair Dinkum, why can't the AFL at least do some consulting of important stake holders?
Are they worried there might be a counter argument?
