It relates to how the police in the USA used to test if someone was fit to drive after consuming alcohol. The policeman would draw a straight line on the ground with a piece of chalk, and then the driver would have to walk along that line, heel to toe. If he kept his balance, he could get back in his car and drive away.

I'm all for giving people a second chance, but if my beloved football club was severely imploding due to the actions of just a few players, I'd want them moved out of the place, quick smart.
