Can he be delisted after 1 year? If so, would PA have to pay him out his second year?

"He was a rookie selection.
Got 38 possies in the TAC GF in 2006.
He missed the first few games of the SANFL season then when he came in he played in the SANFL reserves getting 40+ possessions a game the same as the highly rated Travis Boak was getting in the Glenelg reserves. He was promoted after a few weeks to the Eagles senior side(a side that finished 3rd over here) exactly the same as Boak and played about 3 or 4 games before he injured himself. When he was promoted his first league game brought him 4 goals and 20 possies at SANFL level which is a great return from the HFF where he was playing. He then backed it up with a 3 goal haul and a couple solid 20 touch games. The Eagles had a star studded midfield which was hard to break into but he still was a top level player on the field at the age of 18. After being injured he played a couple of reserves games but never got back to the league side, it was later diagnosed that he had a groin problem, probably oestitis pubis and thus he was rested for the last few weeks of the season and was probably delisted because of it.
He is the nephew of Daicos and has shown a lot. It is disappointing to see him go as he could definately be an AFL player, but he will need a chance and I don't think it will come now."
i did think interstate rookie selections got two years...but that must be optional.....
