Yes, Brad Hill is a better player, and Billings hasn't justified pick 3 (along with plenty of other pick 3s), injury has cruelled his recent years, perhaps his career, but anyone playing that many games can't be that bad a player. Can't compare Sam Walsh to Billings, Walsh a far better player, and was his injury history the same? No.
Injuries aside, has very good skills and endurance - check the kms covered per game pre injury, he was always in the top 5, often ahead of Hill.
Played 150+ games at Saints, and I hope he gets back to his best at the Dees.
