We know from Ratten's previous voting that he would have given Steele 5 or 4. Which leads you to believe Horse gave him 1 or 2.

For all we know Ratt’s might have been more impressed with Higgins and Wilkie stepping up and gave them the top votes!
Pretty easy to work it out if you had an once of intelligence and footy nous, but then that would be alien to a guy like you.
