How do those wires work?

How do those wires work?
The wires between the Members and Southern Stand.
Supposedly they are designed to keep the seagulls out.
For three quarters they worked fantastically.
The air-rodents were lined up on the Southern Stand roof.
But not one seagull came down.
Why?
Then in the last quarter hundreds of them suddenly ignored the wires and descended.
It was very distracting and easy to lose the ball in the constant swirl.
So why did the wires work so well for 3 quarters and fail so spectacularly in the last?

As the light fades so does the visual scare factor and they don't work as well.
