Question on the draft?

What is with clubs passing and then picking.

For example the Falafels
pick 48 Pass
pick 72 Pass
pick 73 Pass
pick 81 Pass
pick 92 Pass

then
pick 95 Zac Williams
pick 97 Jake Barrett

So why didn't they pick up Zac and Jake with picks 48 and 72?
Why did they risk some other club picking them up?
Or is there some other mechanism at work?
What am I missing?


The rest of Australia can wander mask-free, socialise, eat out, no curfews, no zoning, no police rings of steel, no illogical inconsistent rules. 
They can even WATCH LIVE FOOTY!

Rookie upgrades - maybe they have to happen with the final picks?

Just watching the replay, Andrew Dillon mentioned that 97 was a priority zone selection. 95 I have no idea about.

EDIT: Pick 95 was a rookie upgrade, acccording to Wikipedia
