I think tuckey becomes eligible in 2017 because he played till he was 63
buckley was a great player, make no bones about it, the 2001/02 grand finals were made with a a fair bit on the back of his talent, collingwood had a great team, but really buckley was the superstar in the side, amongst some solid to very good midfielders. the problem for the pies then was brisbane midfield had voss, lappin, black and power, and a support crew of comparable talent to most other teams midfields, probably the greatest midfield of the past 20 odd years.
similarly our 91/92 finals appearances were on the back of about 6 players, loewe, locket, winmar, grant, morris, frawley drove a fairly ordinary team forward. The golden rule was stop plugger, stop the saints. Essendon put 3 or sometimes 4 on plugger restricting him to only 4 goals and the saints to 6 or 7...thats how good he was.
Burke and harvey were solid but very young at stage, although in 91 harves was called out as a future star, burke was a skinny, small, nuggetty back pocket tagger from frankston, I don't think anyone at that stage knew he would be the star he turned out to be. Come 97/98 it was stop harvey/burke/thommo and you stop the saints.
I think buckley is worthy, but if tuck isn't then im stooged, multi premiership captain, multi premiership player, games record holder and frankly is already recognised in that the night final medal is called the 'michael tuck'. If he isn't recognised as a HOFer its a joke.

Tuck is member of the Hall Of Fame
as only so many are inducted each year it can take time and I'm guessing force of fame will see some unducted well before others - ie if Burkey continues to be involved at an administrative level his name should come up- but it took till last year for Ross Smith to be added.
Saints are actually fairly well represented in the Legends level with 4 of 23 having some connection to the Saints
Legends are limited to 1/10 of total list- currently 239 members so 23 legends.

ps: query ? is it also up to the clubs to put names forward for consideration?- often people still involved in organisations feel uncomfortable about being out forward
